I believe that monthly download quotas are quite common in some 
countries, although the "month" to which the quota applies is not always 
a calendar month. My quota, for example, is re-set on my billing date, 
which is not the first day of the month.

I have no idea how many people have quotas that renew on the first of 
the month.
