(Reposting what I posted on IRC):
$ mkdir -p ~/.mgarepo; cp /etc/mgarepo.conf ~/.mgarepo/config

Then edit ~/.mgarepo/config and change:
repository = svn+ssh://svn.mageia.org/svn/packages/
binaries-repository = svn+ssh://svn.mageia.org/svn/binrepos

to
repository = svn://svn.mageia.org/svn/packages/
binaries-repository = svn://svn.mageia.org/svn/binrepos
