We should support both in the upcoming release, there are probably some
things that won't work with systemd, and we should gracefully deprecate
the current init instead of forcing the hand...

Anyway, rsyslog is probably not the place to have plain requires on
systemd-sysvinit, it could instead have a requires on the softer
virtual package "sysvinit", if this is something that's necessary to
properly order the basesystem install transaction.
