I would like to post a bug/comment, but I can not guess which package
should I bug against...

In short, at grub graphic menu, when timeout starts to run and the spinners
well, so, spin, the icon inside the spinner jumps up and down as if it is
misaligned in some of the steps.

Where are those icons (to double check) ? Which package owns them ?
