Perhaps, but then it wouldn't show up to 64 bit users if they don't add
32-bit core which is the suggestion here.

I have to agree with Sander. The problem is not that 32-bit Core is
enabled, it's just a usability/UI issue in the tools.

This problem has been stated as a proposed solution (which happens a lot
with tech discussions). Rephrase the subject of this thread as a
problem, and a discussion about the best solution will result (although
that is kinda happening already anyway!) :)
