Note that there are two different base versions here, visible when
they're lined up:

lib64soup2.4_1-2.39.4.1-1.mga3.x86_64
  libsoup2.4_1-2.39.3-1.mga3.i586

No, they shouldn't--then the internationalization would only be available
when the user installs the development packages, which doesn't make
sense.
