Yes, there were comments in the php spec file around conflicts with mpms:

# php is not fully thread safe
# http://www.php.net/manual/en/faq.installation.php#faq.installation.apache2
# http://stackoverflow.com/questions/681081/is-php-thread-safe
Conflicts:     apache-mpm-worker >= %{apache_version}
Conflicts:     apache-mpm-event >= %{apache_version}
