Yup this is intentional. There is no need to a leading /. IMO this is
just a bash bug:

e.g.

mkdir -p foo/usr/bin
ln -snf usr/bin foo/bin
ls -l foo/

The above is no different and works fine.

Relative symlinks are generally preferred for chroot/mounting manually
purposes.
