Depends on policy kit policy, but it should basically respect the same
rules as other suspend operations triggered from GUIs.

e.g. if the system is multi-seat and has other sessions active on other
seats, then it will prompt you to enter the root password, but in a
typical case where you are the only active, logged in user, then yes, it
should work fine.

Obviously the overall system policy here is more complex than what I've
outlined above, but you get the picture.
