I've verified that my proposed fix does indeed fix 3697, as well as fix the regression and other issue found by Luc.  I've built po4a and dkpg 
with it successfully and confirmed that their package file lists are correct.  It's committed in SVN as rpm-mageia-setup 1.171 and may be 
pushed.
