As Gnome 2 is not supported anymore by upstream, it is very unlikely.
You still have the failsafe (or is it called fallback?) mode of Gnome 3 
which provide a panel similar to that of Gnome 2.

Or you have XFCE, LXDE and other lighweight DE or WM.
