It is quite normal and useful to have a 64-bit kernel with only 32-bit 
apps. But I don't know if this is supported by mageia tools (like the 
installer). In theory you can always switch to a 32-bit version of any app 
in a full 64-bit install, but I've found some potential problems in that 
area recently.
