Just in case did you check that akonadi was running/responding ?
Somehow kadressbook & kmail should have prompted about non running akonadi.
Regarding the off-line status did you eventually installed for example 
networkmanager  without having it running/managing your network ?
Did you have the same issue with another kde's network application ? ( like 
kopete for example) ?
(It could be a solid issue eventually)

I'm currently waiting for Qt validation by QA to push KDE 4.8.4 [1] on 
updates/testing  (which came with a lot of fix for kdepim, some of them picked 
up from 4.8.5). 
However it's also possible that i'll simply push 4.8.5 since 4.8.5 should be 
release (or at least tagged) by the end of July.
