[Mageia-sysadm] Decision needed on mgaapplet and adding Requires.

Regarding https://bugs.mageia.org/show_bug.cgi?id=2317
which was raised as a result of
https://bugs.mageia.org/show_bug.cgi?id=2097
where kipi-plugins-expoblending could not be installed using
mgaapplet, until the package hugin (a newly added requires)
was in the same repository.

Either mgaapplet must be changed to allow requires to be satisfied
 from Core Release, or newly added requires must be copied from
Core Release to Core Updates Testing, and then pushed to Core
Updates, when testing has been completed.

If mgaapplet is to be modified, this must be given a high priority,
as it is now blocking another update.

If the packages are to be copied to Core Updates Testing, and then
pushed to Core Updates (or recopied from Core Release), then the
packagers and qa team must know this is required, and the proper
method of copying the packages.
