[Mageia-bugsquad] preferred meeting time table

Hi everyone,

The preferred meeting times table was slightly adjusted, "The times are 
in UTC" has been added, because within Mageia setting meeting times in 
UTC is default.

This is maybe a good moment to review your own prefferred meeting times, 
or add yours if they're not there.
