Agreed. The language and keyboard selection have to be the first thing
to do at installation time, everything (I mean EVERYTHING) else has to
come afterwards. There is no way around that. The majority of people
around the world does not understand English, although it is one of
the "world languages". So, not putting language selection on first
place makes it hard for the majority of people.
