I can confirm this too. I discovered this problem today. Tried to take a
stab at fixing but in the end gave up as I didn't want to spend too much
time on something that will ultimately be removed.

Interesting. This could be related to speedboot as Dexter said.

Actually in cauldron updates/testing, I've pushed new
initscripts+systemd package. In this setup, speedboot is automatically
disabled when systemd is used as the init system.
