Although I would agree to have qt3-devel, I do remember the upgrade
disaster due to kde3 being in contribs.
It was there due to good intentions from some contributors
but it resulted in errors while performing network upgrade
ending in half upgrades of gtk+/perl/ which broke our tools
(among them rpmdrake).

We do have to consider our past experience...
