On Gentoo we are providing libnotify-0.7.2 without needing gtk:3:

The problem is that, even if we have it already marked as "stable", a
lot of patches were needed for other apps to make them compatible with
new libnotify, then, you would need to import that patches from Gentoo
(or from any other source you would prefer) also.
