[Mageia-dev] Freeze Push: json-c

Hi,

This is a new library imported and clean from mdv and upgraded to latest
version.

It's not strictly speaking needed at present but if I backport PA at a
later stage, then it will be needed then (unless we rewrite that bit to
not need it in the mean time!), so I figure making it available now will
save hassle in the future :)
