No. "magpie dwim" will update local packages to their latest cpan
version (and submit them), "magpie sort" will sort a list of packages
needing a rebuild according to their requires.

But nothing exists within magpie to do a mass rebuild. mdvsys used to be
able to do this kind of operation.
