Yes, either a sysadmin could delete everything that was built from the qt4 SRPM in updates_testing 
or the subrel could be bumped, then qt4 could be rebuilt and it should be fine.  It'd be nice to 
know why these packages disappeared though.  It's not the first time something like this has 
happened.
