It should be split telepathy-salut And telepathy-salut-devel
with file list as follows

%{_datadir}/telepathy/managers/salut.manager


%files -n %name-devel 
%_libdir/telepathy/salut-0/lib/*.la
%_libdir/telepathy/salut-0/lib/libsalut-plugins.so
%_libdir/telepathy/salut-0/lib/libwocky.so


*.la can/should be removed with
rm -f %buildroot%_libdir/telepathy/salut-0/lib/*.la
(it is currently included, --disable-shared can not be used as it
breaks the build because included Wocky is used)
