[Mageia-dev] Freeze push: dosfstools

This updates to 3.0.15, which fixes some bugs and upstreams the two patches we had.

ChangeLog:
- Using wcstombs() to convert LFN unicode characters to printable text. This closes Debian bug #596336.
- Recode short filenames from DOS codepage (default 437) to the current character encoding. This makes messages of dosfsck more readable. Partially closes Debian bug #596336.
- Fixing root directory allocation. (RedHat bug 674095)
- Fixing device detection. (RedHat bug 710480)

I've confirmed that it builds fine.
