Just for completeness, I started this thread over on systemd ML which
talked about a "CoreOS" goal of being able to boot with an empty /etc

I've been slowly trying to push this anyway (i.e. moving all shipped
udev rules and tmpfiles to /usr) but there is a long, long way to go
here to get this fully working (and a crap-load of packages to fix up in
this regards so it won't really happen anytime soon).
Still, it would make running a chrooted/multi-root/shared-/usr system
much more manageable and I think it's something we should all keep in
mind as we package and develop things :)
