This updates to 50.1.2 which only fixes one bug in the Layout Engine ABI which had apparently caused some compatibility problems.

"This is a maintenance release affecting only the Layout Engine ABI. It only incorporates bug #9826 which fixes a regression in ICU4C 50.1.1.
Users not using the Layout Engine may remain on ICU4C 50.1.1 "

I'm not sure exactly what all that means, but it sounds like something that should be fixed.  I can at least verify that it builds and installs fine in Cauldron.
