Thats not true. When I install a fresh Mandriva 2010.1 on my AMD Phenom II x4 @3,4Ghz machine, I always have the i586 installed by default. Thus I have to install the i686, restart, remove i586 and then I also have to change that pachage and that package just cause some freaks with an Intel Pentium @200Mhz want to run Mandriva on their machine. I am sorry but that is not what I want to have for a distribution. Also there are many user that dont know the diffrent between those 2 Kernel. Thus they let the i586 installed and gain less Power. What what I expect of a modern and fast distribution. Try it your self. i586 is the default and I vote for i686 as the default one as it is in Fedora and Ubuntu ;)
