The qa_upgrade instructions recommend choosing a mirror near the user.  This 
does not necessarily result in a quicker download.  I have an account at a 
server on the other side of my Continent.  It is slow as a snail, far slower 
than international.  I am told that my path to it is over landline, not via 
satellite, and the available bitrate is lower.  The present Government is 
committed to installing an optical fibre network, but has a tenuous hold on 
power, and the Opposition is against it on principle, not only as the 
Opposition.  I currently run ADSL2+
