What hardware are you using?
It sounds like the firmware is buggy.
As an example, I have an Eeepc with RA3090 hardware. It did pretty-much
what you were describing with both Ubuntu and Mageia (the 64bit drivers
and firmware were worse in both cases). I cured it (if you can call it
that!) by using Fuduntu instead. The Fedora 32bit firmware in Fuduntu
seems to be OK. I have not tried the 64bit version - I had got it
working and that was good enough for me at that point!
