I sympathize with what you want, but the fact is that urpmi is not 
involved.  You type the non-existent program name, and the shell just 
tells you there is no such file in the $PATH.

Of course, you could write a small script to do what the shell does 
(search your $PATH), run the program if found, or launch urpmi if it's 
not, but you'd have to always use the script from the command line, or 
change the executable in every menu entry.....
