No.  Take a look at /usr/lib/dracut/modules.d/95rootfs-block/mount-root.sh

If you want to add -y, you could either put "fsckoptions='-y'" (without the double quotes)
in /etc/sysconfig/readonly-root or put the -y in /fsckoptions.
