We sent several applications last year. I sent it twice, boklm did once,
and olorin did too. Seek the meeting archive of council for this.

I didn't received answers to mine, and didn't want to be too annoying
with freenode staff who is likely already busy. I also didn't prioritize
this as there is more important things than purely aestetic cloaks at
least for me.

For the email aliases, we already have started that at least 1 year ago.
People and teams are stored in ldap, and there is a complete integration
with our postfix setup.

But there is ( and will not ) be a support for individual getting
aliases. People should be recognized in a team first for that and this
requires to contribute. 

Translators, sysadmins, packagers have organized themselves as a team
for that, with elected people and so on. They decided among themselves
the condition of admission in the team, and who get aliases. 

So feel free to help setting the missing teams ( the list is on the wiki
) if you want to make thing advance on this topic. Once the team will be
running fine and tracked in ldap ( that's a non negociable technical
condition ), and condition for entering the team and for getting aliases
are set and are sane enough, we can start to give aliases.
