Actually it is the concept of the forum: "Each user is also a helper
because each user knows at least something another user may ask. In
this forum there is no 'they & us', it is only 'us'."

Certainly some users know more than others. Certainly a new user's
level of knowledge is quite low. But as certainly this should not keep
you away from helping other users if you know the answer or a way to
get the answer.

There is no need to have a position or reputation before you can help.
There is no need to be a member of a "team of helpers" before you can help.
There is no need to apply anywhere before you can help.

Just do it!
