Ah, so somebody who will download foo.po to work offline will have to
use this feature so others can not change foo.po online until he
unlocks it.

Anyhow, these 2 options (online/offline) will have to be possible.

We may want to get this information for sysadmin team ready before the
holidays, so it would be nice to read some other reports.
