[Mageia-i18n] New representatives for the French team

Hi,

You may remember that the former French team leader, Jehane, decided
to resign because she didn't have enough time to spend in this. I took
the post until new representatives are chosen, and after many
discussions and arguments (okay, there was only one candidate for each
function), we came up with new representatives.

So the new representatives for the French internationalisation team are:
- Leader: Rémi Verschelde a.k.a. Akien (i.e. me)
- Substitute: Yann Ciret a.k.a. Youp3
