[Mageia-i18n] Change of team leader (FR), needing representative for i18n

Actually, I planned to announce it on the i18n ML as soon as we would
have chosen a new leader and substitute. There weren't many answers to
Jehane's mail saying she stepped back from her position, but I hope we
can designate a new leader soon.

Since I was Jehane's substitute, I will represent the French team
during that transition time.
