Do you mean the wiki page here?

If it's a wiki page, I think we don't have any rules on how to
translate a wiki page yet. In fact, the wiki currently contains only
English info because i18n wiki still needs to be discussed but haven't
been done.

If it will be a webpage, I think the webteam should provide a
template, usually php array, so that i18n teams can start working on
translating.
