[Mageia-i18n] Actions from the previous meetings

Hi all.

I managed to convert community page [1] to lang translation system [2] that
Romain developed for us. I was very careful especially since small
modification of php page itself was needed [3] but please double check your
translations and links.

I also intend to "maximize" number of strings for translation on that page
since currently they are not so big.

For those who want to improve statistics about strings which are the same
as in English (for ex. Blog) read Wiki section about that [4].
