[Mageia-i18n] i18n wiki update

Hi,

On last meeting we decided that our wiki page should be
updated/redesigned, particularly the sections about Transifex since
our Transifex instance is broken, and that we are searching for
replacement softwares, so our Tx howto are meaningless.
It would be great to have a complete howto on the current process for
new contributors (namely retrieving the po files from SVN, editing
offline, commiting back).

I didn't have the time to do it until now, and I will be away for two
weeks (with no or little access to Internet), so I would be glad if
some of you would complete this task.
