You don't need any permission for anonymous checkout, you just need subversion installed and run
'svn co svn://svn.mageia.org/svn/soft/PATH TARGET_DIR' command on your machine. You need permission when you want to commit your translations. You can read it here: https://wiki.mageia.org/en/Svn_for_translators

It looks sufficient, I'm having some Windows7 SVN issues, I'll probably just start working on it on my Ubuntu PC as soon as I'll get to it.

What are the requirements for an SVN account and can I get such permissions?
