yeah, rpm-build now requires "perl(ExtUtils::MakeMaker) >= 6.570_700" to
make sure META.yml is generated.

building perl-ExtUtils-MakeMaker locally is working fine.
i'm submitting it on bs with test suite re-enabled to see if it's
working on build-system.
