 It seems that a sympa process ( bulk.pl ) was dead. Since sympa is 
 running 5 process
 with one initscript, puppet didn't detect the issue.
 I restarted sympa.

 Given the name and the following comment :
 # bulk.pl - This script does the mail sending for Sympa

 I assume this is what cause the issue on the bugs ml as well as 
 i18n-de.
