[Mageia-sysadm] perl 5.14 upgrade

hi,

i finally nailed the last remaining problems in perl spec file to build
perl 5.14.0: it now compiles successfully in a local iurt! \o/

now we need to do the following:

however, i don't have access to the build nodes, so who can do it?
otoh, someone scripted this when migrating to perl 5.12 when mageia was
bootstrapped - who was it? blino, pterjean?

can you guys do your magic dance again?
