GPL is viral because it requires any change (or derivative work)
distributed to be released as GPL too. And a license compatible with
GPL is a license where code under this license can also be released
under GPL. So a license compatible with GPL should have no restriction
which are incompatible with GPL.

It seems that RPL1.5 says that source code of any extention deployed
somewhere should be published. But GPL allows you to make modifications
that you don't publish. So I think this is incompatible.

RPL1.5 also says that "You must notify the software community of the
availability of Source Code to Your Extensions within one (1) month of
the date You initially Deploy". But GPL allows you to publish (or only
deploy) modified versions without doing this. So I also think it is
also incompatible because of this.


If what you want to do is force people to distribute source if they
deploy a forum without distributing it, maybe you could use AGPL. If
phpbb is GPLv2 or later (I didn't check), then you can use it under
GPLv3, and GPLv3 has some text to allow linking with AGPL.
