[Mageia-sysadm] promoting nelg to full packager

hi,

nelg (in cc:) can now be promoted to regular packager, with full
packager rights.

since he was packager for mandriva, he was quite familiar with the
build-system and the tasks a packager is to fulfill - therefore, the
training was pretty fast.

i remain of course available for him if he still has any questions.

==> can you grant full pkg rights to nelg please?
