Currently I am the admin of the de forums, and I am reading here.
We do need only three groups in de forums:
"admin, global moderator, registered user"
I needed the admin rights exactly once, to ban a spammer. But it should 
be possible to do that without filing a bug report assigned to the 
sysadmins.
