I agree with Michael.

Note that no label has been added yet, only the order of presentation has been
changed (people do scroll pages).

Now, to improve the whole thing, we need a bigger picture:
 - what do people really use? (download metrics, usage surveys)
 - how can we reduce the complexity of "which way to follow to install my
system?" question (thinking, experimenting, designing, deciding)
 - how can we articulate this free/nonfree split with a "it just works"
perspective?
 - how then can we present it better.

But that's not for this bug.
