Description of problem:
The zh-tw translation of nav-bar is not UTF-8 encoded so it would display
incorrectly.

Current version of www.mageia.org website.

How reproducible:
Always.

Steps to Reproduce:
1.Browse http://www.mageia.org/zh-tw/map/
2.Note that the nav-bar cannot display correct Chinese characters.
