AFAICS NVIDIA is held back by a forgotten ABI bump in xserver [1] but
will likely get 1.11 support at least for their main beta driver soon,
as usual (though they may have to skip supporting vanilla 1.11.0).

AMD will indeed most likely not support 1.11 at least for several months
as Ubuntu didn't switch to it.

My vote is submission to /testing if it can be reasonably done at this
point, and submission to /release when NVIDIA releases 1.11 support or
some time (several weeks?) has passed without a NVIDIA release.

I support not waiting until AMD gets support, however, as it would
probably hold back upgrade for too long.

(in any case, we'll want to update ldetect-lst at the same time when
this is pushed to /release to ensure automatic switching to a working
driver)
