There s no license for win32-codecs. So unless someone can prove they
are public domain, they are still under the copyright of their owner,
and cannot be distributed. That's warez.

And if they would be distributable, that would go to non-free for 2
reasons :
- there is no sources -> non-free
- there is no actively enforced patents problem, as copyright holders
would either 1) have their own patent on the codec ( microsoft )
2) have paid for others patents usages ( likely the only way ) since a
long time
